Hey hey! I am no expert in OpenVPN by any means so I can't really say for certain that this will work but it is worth a shot! I was able to find from a couple sources that editing the CA cert at the bottom of the OVPN file to look like this should help.

Dec 17, 2017 · The problem is that the mobile hotspot settings don’t show this virtual adaptor so I cannot select it. The VPN adaptor has a share tab on properties that allows me to allow network users from the hotspot network to connect through it. I think if only the mobile hotspot settings showed this VPN adaptor/connection as an option it would work.
